There are two dates to keep straight. Rockstar Support confirms that digital pre-loading begins at midnight on November 12 in the local store region. The PlayStation Store lists the launch as November 19 in regional markets; its UTC timestamps show the rollout appearing on November 18 or 19 in UTC, depending on the region. A UTC date of November 18 does not mean the local launch is November 18.
PlayStation Store launch times by region
The table pairs representative regional store times with their local equivalent. Store pages publish a UTC timestamp; the local clock conversion uses the region’s offset on November 19. The entries below reflect PlayStation Store listings, not a region-by-region schedule published by Rockstar.

Some entries in circulating schedules label the UTC timestamp’s calendar date as the local release date. For example, New Zealand’s PlayStation Store lists November 18 at 11:00 a.m. UTC, which is November 19 at midnight in New Zealand. Australia east, Japan, India, and Europe show the same one-day difference between UTC and local date.
Canada, the United States, Australia, Indonesia, Brazil, and Mexico span more than one time zone. Rows for those markets name a representative city or store region; your local clock may differ if you live elsewhere in the country. Check the release timestamp on the PlayStation Store page for your account region.
